Temperature drops to 14C while riding in (heavy) rain

I was riding under heavy rain twice in a month span, before the rain the temperature was around 24C but during the rain it dropped to 14C both times and even for some time after rain ended. I'm quite sure that it wasn't that cold, perhaps 19C or something, but not 14C.

Any idea what's with that too low temperature measurement?

  Possibly condensation on the sensor, then cooling by evaporation?

  Yesterday, I had the same case while riding under 3 heavy rains (before : 21°C ; after : 14° C).
