Gradient issues.

My climbing data for gradient is off, under estimated for climbing by up to 5% and descending massively over estimated. Ie a slope of maybe 20% is cited as 30%.  See graph and data  attached.  
How do I fix it, with avg speed 11.5 mph it’s not that?
