Karoo (3) poor wifi

My Karoo seems to have a poor wifi connection.
Even when lying next to the modem/router (starting the karoo up), it has a maximum of 2 stripes in the wifi icon, and it says 'connection strength poor'.

Is that normal behaviour?

  I don't think so. I get the base dot plus three stripes and am about 2m from my router. That looks like full signal as the top of the wifi icon is level with the top of the other icons (battery, time).
