    I've finally solved the problem. Enabling all the options wasn't working, and I found that the 'Karoo Companion' app wasn't appearing in my Samsung notifications.

    So what I did was: Open the app, and when I saw it wasn't connecting to my Karoo, I went to the Karoo and made sure it was connected and paired.
    Then, in the app's notification access settings, I enabled: Phone calls, Phone call log, and Contact list, and checked via the notification access link that it was enabled.

    Now I receive calls.
