Offline Maps keeps stopping

When navigating to download new offline maps, I get the error message "Offline Maps keeps stopping". Regardless how many times I've tried it keeps happening. I have done a factory setting restore, I have checked the wifi and these do not help. It is like I can see teh offline map screen for a microsecond in the background before it closes. 

I am on the latest firmware version.  

I'm going to ride in a foreign country so would be great to have their maps loaded. 

Any help is obviously apricated. Thanks
