Control center doesn't work

When I try swiping down or pushing the two upper buttons the screen just turns slightly blurry white. The conteol center doesn't open. I tried rebooting but this dienst change anything.

  From your description, I understand you see a translucent white background and are stuck on that. I’m assuming this is the same transparent screen where you get Android system updates or notifications.
