Heart rate stuck on certain number.

I read a post about the Tickr HRM getting stuck on a certain heart rate. Issue was with Tickr. But I had the same problem twice with my HH HRM.

This morning at beginning of my ride it was stuck on 69. I unpaired sensors and after pairing, it was stuck on 113. Unpaired again and after pairing and one minute, my heart rate was registering normally. 
Known issue? 
Solution?

  I've recently had the same with a Magene HRM. Replaced the battery, no problems since.
  So it seems that the HR not being updated correctly seems to be caused by a battery running low.

  Never had an issue with heart rate monitor till latest patch. Takes forever to update. Have factory reset and changed battery on monitor its a Garmin strap.

  I had an issue like this where the HR and Cadence sensors were conflicting. I connect HR via ANT+ and cadence via BT and everything worked as it should after that.
